Victory at Sea is a WWII Naval Combat miniatures game using rules loosley modeled after the Babylon 5 A Call to Arms space combat game. Players pick their fleets using historical ships from Japan, Germany, Italy, USA, France and Great Britain. 

The rulebook has everything needed to play; rules, fleet lists, counters (DIY or regular ones depending on which edition you have), and a few historical scenarios. More often players will pick their own task forces from one navy using a Priority Level system and have at it. This is meant to be a miniatures game though, any scale between 1:3000 and 1:1200 will work for this game though some players are using the Hasbro collectible pre-painted miniatures. Combat is based on a buckets of dice approach with different values and modifiers for barrel size and number of guns as well as torpedoes. Special Orders are issued by ship commanders to push their crews to the limit. The rules for VaS are fairly simple though magnitudes more detailed (and better) than the Hasbro collectible WWII naval minis game.  The game is greatly expanded in detail of rules and quantity of available ships with the Victory at Sea: Order of Battle supplement.
